In this book we provide one answer to this question. To do this we examine recent changes in the industrial and occupational fabric of the South. We then relate these changes to a Page 2 set of de facto industrial policies that the region has embraced with little thought to possible adverse consequences. Our purpose is to understand why the crusade for industrial development has not improved the economic lot of many southern workers relative to their northern counterparts.
