Das Buch stellt die Länder Rußland, Polen, Tschechien, Slowakei und Ungarn vor und analysiert ihre politischen Institutionen sowohl im Rahmen der klassischen Unterscheidung der Vergleichenden Regierungslehre in parlamentarische und (semi-)präsidentielle Typen als auch mit Hilfe moderner politikwissenschaftlicher Theorien. Ein Vergleich dieser fünf Regierungssysteme erfolgt auf der Grundlage der Konsolidierungsproblematik in den vier analytisch getrennten Bereichen Verfassungsstrukturen, Parteien und Parteiensysteme, sogenannte intermediäre Gruppen und politische Kulturen. Das Buch soll einerseits einen Überblick über die politischen Strukturen und Institutionen der einzelnen Regierungssysteme sowie über gemeinsame bzw. Unterschiedliche Probleme der Stabilität einer demokratischen Regierungsweise bieten.
