Hence, we must insist that bullying is always unjustified aggression. We must also recognize the fact that what is or is not justified is to some degree culturally determined – and that even within a particular culture individuals may make different judgments.

Harsh words may be said and the two may come to blows. One of them may eventually break off, feeling defeated. In a sense, an imbalance of power has been demonstrated. But this is not necessarily bullying. There has been a ‘fair fight’ and one of them has lost.
